Your responsibility as a Family Readiness Support Assistant (FRSA) has an enormous positive affect on our Soldiers and Families in United States Army Europe (USAREUR). We owe you a debt of gratitude for all the support you have provided. We are privileged to have you as part of our team.

New Training for FRSAs

Family and Moral Welfare Recreation Command (F&MWRC) will be implementing across the board training for all FRSAs CONUS and OCONUS. The Mobilization Deployment Specialist will be initiating the training at your local ACS with coordination with your FRSA Program Manager. The training will also be available online at www.myarmylifetoo.com in the near future. Please stay tuned to more information about the training.

FRSA Job Objectives

FRSA supervisors are encouraged to involve FRSAs in the development of their job objectives and identification of applicable contributing factor and weighting, although final decisions are the supervisor's. Job objectives may be adjusted (modified, added, or deleted) as needed during the performance cycle. Supervisor will discuss adjustments and expectations with the FRSA.

FRSA Support Report

The FRSA Support Report is an E-Newsletter issued by USAREUR about every two weeks on updates to the FRSA program. It also includes useful information for Rear Detachment Commanders and FRGs. To subscribe to the E-Newsletter, please send a request via email (see Contacts) to the Family Readiness Program Manager.

FRSA Position Update

USAREUR is in the process of converting all FRSA positions from temporary to term. In certain cases, an FRSA may have non-competitive eligibility (e.g. career status or veteran's status) making them eligible for a direct conversion from a temporary to term position. Local Civilian Personnel Advisory Centers (CPAC) can assist managers and employees in determining individual eligibility.

Commanders: Commanders are responsible for planning and implementing programs to support soldiers and military family members, i.e.; Family Readiness Group (FRG). They are to develop appropriate procedures for the operation of family assistance services while soldiers are in garrison and deployed.

Rear Detachment Commanders (RDC): RDCs are responsible for ensuring the families of deployed soldiers are appropriately cared for and receive needed services through family assistance programs. (AE REG 608-8-108)

Family Readiness Liaison (FRL): The FRL is the link between the command and the FRG. Provide referrals of community agencies to family members, soldiers, FRG leaders and the FRSA. The FRL and FRSA coordinate with community organizations to provide resources, assistance and training to soldiers and family members.

Family Readiness Support Assistant (FRSA): The FRSA works directly for the commander or RDC (during deployment). The FRSA’s main objective is to provide the commander/RDC, Family Readiness Liaison (FRL), and FRG Leader with administrative assistance in support of family readiness programs and activities.

Family Readiness Group Leader (FRG Leader): The FRG Leader works closely with the commander/RDC, FRL, and FRSA to identify needs of family members. The FRG Leader identifies and resolves minor issues and problems that can be met through FRG resources and assures appropriate referrals are made to community organizations. The FRG leader disseminates unit and installation information to family members and other FRG volunteers.

FRG Volunteers: Provide assistance to the FRG leader and family members as phone tree POC, treasurer, and secretary. FRG Volunteers in POC roles are a key means of providing outreach to family members with special needs.

Army Community Service (ACS): ACS is the principal source of resources and services for families, soldiers, commanders/RDC, and FRGs. ACS assists unit and installation personnel with pre-deployment and reintegration briefings and offers a variety of training programs for soldiers and family members. ACS staff also coordinates with Army Emergency Relief (AER) and Red Cross to provide rapid response to emergency situations and financial assistance.

Family Assistance Center (FAC): The family assistance center furnishes information, assistance, guidance and referral to units and families of soldiers in the event of deployment or mobilization. When activated, it serves as a liaison with all resource agencies; ACS staff, legal assistance officers, chaplains, health benefits advisors, mental health professionals, Red Cross personnel, Provost Marshal, housing, transportation and finance specialists.

New FRSA Orientation
New FRSAs in United States Army, Europe (USAREUR) are encouraged to contact the Family Readiness Program Manager to coordinate orientation and to discuss ways to train on the job and within the community where they are assigned.

There are many ways to train on the Virtual Family Readiness Group web system (vFRG) in both formal and informal settings. Real-time online "Webinar" training that site administrators can complete from the comfort of their own workstations in their office!

AFTB Training
All FRSAs are strongly encouraged to complete Army Family Team Building (AFTB) training as this is a great way to enhance your knowledge of the Army. Army Family Team Building (AFTB) Levels I, II and III can be completed through classes at your local Army Community Services (ACS).

FRG Classes and Training
Classroom Training: Army Community Services (ACS) is the proponent for teaching FRSAs, FRG Leaders and FRG volunteers on the effective operation of a Family Readiness Group (FRG). Please contact the Mobilization and Deployment Specialist at your local ACS for the upcoming training dates.
