Army in Europe starts new human resources award program

HEIDELBERG, Germany -- Army in Europe commanders have until Nov. 30 to nominate their top performing human resource personnel for the first USAREUR G1 Frederick E. Vollrath Human Resources Award for Excellence Program.

“We created a program that focuses on achievement,” said John G. Spillman, the USAREUR G1 Special Actions Branch human resources technician. “(Retired) Lt. Gen. Frederick E. Vollrath is an example of achievement in the human resources field.”

Vollrath served his entire 35-year career in the adjutant general field and was only the second AG officer to be promoted to lieutenant general, Spillman said.

Vollrath is credited with the Army’s use of the words ‘human resources’ rather than ‘personnel.’ He recommended this change, Spillman said, while serving as the Army’s deputy chief of staff of personnel.

The program consists of five award categories:

  • Junior officers: second lieutenants through captains
  • Junior warrant officers: warrant officers through chief warrant officers three
  • Junior noncommissioned officers: sergeants through sergeants first class
  • Junior enlisted: privates through specialists
  • Civilians: GS-12 and below

Nomination packets include:

  • 8 inches by 10 inches head/shoulder photo

  • Officer record brief or enlisted record brief

  • Army Physical Fitness Test scorecard

  • For officers: A narrative by the nominee demonstrating their understanding of Lt. Gen Timothy J. Maude’s contributions to the Army, his values, and how they seek to emulate him

  • For enlisted: A ┬ánarrative by the nominee demonstrating their understanding of Sgt. Maj. Larry L. Strickland’s contributions to the Army, his values, and how they seek to emulate him

  • For civilians: A narrative by the nominee showing examples of how or she demonstrated achievement in Army human resources

  • Recommendation memo from a lieutenant colonel or above in the nominee’s chain of command

  • An endorsement from the recommended nominee’s supporting senior adjutant general human resources officer on post, or at higher headquarters

Winners will be recognized at a ceremony in Heidelberg during February.
